You are not authorized to create a subscription – AzureDevOps Error

Full Error:
“You are not authorized to create a subscription”. When trying to create a new subscription to send email notifications

Solution:
This error occurs when a stakeholder tries to create a new subscription at the Organization level. Either the stakeholder could be upgraded to basic license or their license can be kept as it is
