TF400409 : You don’t have licensing rights to access this feature:Author Release Pipeline – Azure DevOps Error

Error: TF400409 : You don’t have licensing access to this feature: Author Release Pipeline

Solution:
This issue occurs when a Stakeholder tries to create a new release pipelines. Since Stakeholders won’t have access to release pipeline, they should be upgraded to basic license to get access to Release pipelines
